We don’t control the sheriff’s budget. We give him X number of dollars, he does with it what he wishes.

So you do control the sheriff's budget.

Eventually, the residents do select one representative, who was allowed to speak for seven minutes.

To prevent a room full of people each having their requisite 3 minutes they gave one guy slightly more than double the allotted per person time.

All told though, terrible response from the county. I can understand why the group representative policy is a thing, but that shouldn't allow the county to compel the creation of a group just to not have you hear their constituents. Hope the board gets kicked out when they can.
