The lesser-of-two-evil choice only makes sense when you’re using it to avoid a singular looming catastrophe. When it describes every election, people disengage from that process instead of actively voting for “evil” over and over again.

Because their lives almost invariably get progressively worse under each administration, with the ruling party deciding the pace more than anything else? No form of government lasts long with only sticks.

They don't; people who don't see hope just don't vote. The people who do vote red are those who (correctly) see the current status quo as hopelessly corrupt but (incorrectly) believe their favorite fascist demagogue is the solution. That's what the "draining the swamp" stuff comes from.
