Definitely something hinky going on here, but my money is on poorly-masked AI deepfake. Harward is a real guy with internet presence, image search him and compare. There something about the movement, and especially the mouth that's just a little uncanny. Teeth don't seem right to me.
The only explanation I can think of is that Fox accidentally used one of those ai face filters that make your skin look smooth.
Sounds like something they'd do for their aging hosts and just forgot to turn off.
Its just really bad lighting. Have you seen other videos of this guy? He has a weirdly wrinkly neck. The blasted a fuckload of light from below up to his face to hide it, creating this weird shadow from the collar. Its very simple
