From the Sailor Moon Roleplaying and Resource guide book, one of the first few “Big Eyes Small Mouth” books. The actual photo under the text in the book is Wiseman’s Skeletor head, which is pretty oddly placed.

The tri-stat system was as elegant as it was exploitable. It was so easy to blow up planets by taking entirely too many minor defects.

It doesn't work for every Tri-Stat milieu, but it sure as hell works for this specific show.
