And we’re sending that oil where it matters most: to Europe, where Americans routinely buy their gasoline.

Sending oil to Europe will affect fuel prices in the US, because oil is a global market.

You could restrict sales of it to the US, I suppose, but if so, you'd expect an efficient market to transport more oil from other sources from the US to Europe.
