I guess the headline refers to percentages, since the territory of Crimea alone is more than twice the size of entire Lebanon.

Lebanon would have had to have launched a land reclamation campaign big enough to make the Dutch look like amateurs or made their own Greater Lebanon for the headline to have been in anything other than percentages.
