Given Baylan's general attitude and goals, I kind of expected him to suggest he and Ahsoka both just pass by and attend to their own business. I don't think he needs to fight her to accomplish whatever he's doing. Though I suppose he might have wanted to buy time for Shin.
Yeah, he wanted Shin to go off and do her own thing, without Ahsoka interfering. But now that Ahsoka beat him, he's basically like "fair enough" and continuing with whatever it is he's looking for. That's how I see it.
