why the fuck would they pay? they were attacked for no reason while being a non participant.

Do you mean aside from hosting American planes, missiles, soldiers, intelligence, and ships, all of which were used to attack Iran?
I read this as the USI would have to pay Iran.
I heard a speculation that if worst comes to worst, USA might try to offload the 'paying reparations' part to the Gulf countries that are allied with it.
