It's biased for artistic and comedic effect, but not by that much IMO. That effect being to punch at the popular notion that the Space Race was a complete blowout in America's favor. The one glaring omission is first rendezvous (if it's hard in Kerbal Space Program it must be even harder IRL).

I started by taking an incarnation of this meme that already existed and made it HD and pretty. Then I added more Soviet accomplishments as I discovered them, because I was honestly shocked at just how many there were. I think the meme's popularity speaks to the fact that other people were shocked to learn it too.

All that's taught in schools is that Sputnik started a crisis and then America won the Space Race by landing on the Moon. Most Americans think Sally Ride was the first woman in space.
