Wasn't that a meta-analysis, not a study? IIRC it just went over surveys other studies had conducted and collated them into one big analysis.
And I mean I can't stand the stuff personally, it makes me feel hungover as its active effect and even just walking through a room someone's been smoking weed in gives me the start of a headache, so "for most people this doesn't work, or makes them feel worse" is sort of to be expected and is not at odds with "for some people it actually feels good and medicates something in their head". Different people respond differently to different substances, and this seems to be one with a huge individual variance.
Yeah, this paper is a systematic review and meta-analysis of randomized controlled trials, which are typically considered the highest quality evidence in clinical research
