For the same reason as we require proof of Israeli claims of Hospital being used to house military personel.
I didn't mean "Why does the proof matter?"
I meant "Why does it matter whether it's military leadership or state policy?" - either way, it's going to be what the military is executing.

No, it's very different. You should definitely be able to justify bombing a building, you need less to justify double check that others aren't being hurt by a bully.
