Not an accident either. The ruling class figured out long ago that giving the peasents some Resistance Lite™ is enough to satiate them and prevent them from pursuing real resistance. Hell, they'll even actively crush real resistance for you, saving you money.
Also not exclusive to the US. At least Canada is the same, if not every other Western country.
Right, any society will form a government that represents the interests of the ruling class, and under capitalism that's the capital owning class.
