Black Desert Online has one of the most absurdly detailed and featureful character creators out of any game, and what is hands down the best designed MMO combat system ever with an absolutely gorgeous and massive open world with no fast travel (at least not when I played) and tons of incredibly complex, cool subsystems from sailing to various non-combat skill systems.

It's just the quest writing and design is dogshit even by MMO standards, gear progression is 100% RNG bullshit with heavy P2W elements, there is no sort of proper PvE dungeon content or any kind of complex instanced raids for small coordinated teams at all, getting end-game gear is a matter of going to worldbosses where hundreds of players try to get into the few "actually gets rewards" slots based on pure DPS done to a static bullet sponge that randomly one-shots you because there's so much happening its animations don't actually play, and the rest of the normal gameloop is going and running in a circle somewhere you overlevel the enemies sufficiently to one shot groups of them off spawn because this is the most efficient source of XP and money except this isn't instanced so any given spot only has as many free spaces as there are servers total meaning there's bitter fighting over literal trash spawns that end-game players want to mindlessly grind for hours in a row and can monopolize because they have bigger numbers.

Also you become a landlord, buy slaves to work your properties, and pay them in beer. The English translation tries to cast this as "hiring workers" but the actual substance of it remains unchanged.

Oh, and they added a loli race sometime after I stopped playing, because of course they did.

tbf MMOs are not usually renowned for having even mediocre combat systems

worldbosses where hundreds of players try to get into the few "actually gets rewards" slots based on pure DPS done to a static bullet sponge that randomly one-shots you because there's so much happening its animations don't actually play,

Exactly, and BDO's is actually really good. It's a real-time system based on a smaller number of possible inputs that flow between each other to form more complex combos, instead of just having a shitton of unique separate skills that all have to be hotkeyed and have separate cooldowns and whatnot.

Exactly, there's nothing to use it on and any complexity gets ruined by it then just revolving 100% around "bigger gear number = win". It's baffling how they struck gold so hard with designing the class kits and making this smooth, incredible combat system and then just completely shit themselves when it came to making things to do with it. Because there's also PvP, but it's all unequalized so again it's just "bigger gear number = win" because those bigger number determine whether attacks that actively hit the target even "really" hit them or if they just get ignored and even tiny deltas make for huge advantages to one side.
