Well current "world order" arose from the fact that information technology gave everyone equal voice. Sounds wonderful at first, but turns out society has limited input bandwidth and intellectual voices were drowned out by nonsensical babble.

Large set of solar flares that fry all electronics? That would cause a lot of suffering for a while, but maybe it would stop humanity from driving of the cliff with a big stupid grin no it's face.
