If the car wasn't speeding, then what the hell was the speed limit??? 100km/h? I'm pretty sure it should take much more than city speeds to flip a car like that.

Second paragraph, usually such details are either in the first paragraph or in the second half... At least always the paragraph you don't look in.
40mph is also too much for that road IMO. Anything with mixed usage really shouldn't be above 50km/h / 30mph. Inner city where you often share the lane with other traffic types like bikes? 30 kmh/h
From the videos, I think the people in crashes are not going at 40...lowering the limit will do nothing. Forcing the drivers to slow down with street design is the only way.
Lowering limits does change behaviour on its own, but I agree that proper traffic calming would be best.
