Video shows a car clipping a parked car and flipping over, crashing into several other cars. There's a jogger on the pavement a few metres away. Easily could've killed a pedestrian if they'd been between the cars or trying to cross further along. Apparently the local council won't even lower the speed limit.

From the videos, I think the people in crashes are not going at 40...lowering the limit will do nothing. Forcing the drivers to slow down with street design is the only way.

Lowering limits does change behaviour on its own, but I agree that proper traffic calming would be best.
