I call bullshit. This smells like a deliberately planted story to influence public opinion, same as the supposed "modelling of a US invasion" story a day or so after Carney Davos speech
Ottawa Citizen is owned by PostMedia (USA), so I feel the same
I have some bad news for you. Like 90% of stories are planted and fed to journalists as part of PR campaigns.
