I'm more concerned about the cat. The rider can take his own risks, but the cat is not capable of articulating its opinions on the matter.

That appears to be a Honda Navi, which has me wondering why it has a low power scooter sticker (the blue thing) rather than a license plate. As far as I can tell Colorado should class that as a full-on motorcycle with all of the obligations required thereof, since the displacement limit is 50cc and the Navi is 109cc.

It might be. If so, he gets away with no plate. I dunno about CO but where I am you "technically" don't need a helmet to ride a 50cc but it's still obviously not a great idea.

Edit: Actually, you can see the edge of one of the round headlights peeking out of the side there, which I missed. Yeah, it's a Ruckus (or a clone thereof).

If the cat was stressed, it would let the owner know, and certainly wouldn't allow itself to get in the box again.

As far as risks go, in the US, bikes are ~30x more dangerous per mile, but you can cut that to ~5x by not drinking and speeding, and probably more by being extra cautious of cars.

Or you can just choose not to put your cat in that situation and it cuts those risks by 100%

My cat loves riding on the passenger side of the dash in my truck when we go places. But do I let him be out of his carrier on streets with other drivers? Fuck no, good chance those other drivers are idiots.

He's not on streets with other drivers, He's in a bike-mounted carrier. If its safe enough for people, its safe enough for an animal light enough to jump off buildings.

With other drivers... Ever been rear ended on a motorcycle while waiting on a light? I have, and can say there is very little you can do about it. Everybody has to determine the risks they are willing to take. I still ride but there's absolutely no way I would bring my cat (even tho he would love it), I kind of like him.

Yes, also hit by a truck that rolled back on an incline. Lesson: always filter to be next the cars at the red lights.

I was hit because I was doing something unsafe, not filtering at a light. Since I stopped doing that, I can no longer be hit by cars failing to brake or trucks rolling back at red lights.
