In the background is an aircraft with the registration CF-FJH. That aircraft was a Republic RC-3, manufactured in in 1947, and crashed in 1950. It was stationed at Chilliwack, BC, Canada.

Cool, so that actually narrows this photo down to a 3-year period.
Yep. Summer of '48, '49, or '50. And if you look in the background of this image, you can see the same short, white bollards and chains around the buildings at Chilliwack Municipal Airport.
