Everyone, actually:
You just moved? This little errand, updating your voting registration, just got a little more complicated, a little more likely to be a problem. Or, a lot more likely to be a problem, if you lost your birth certificate in the move somehow. Or maybe even quite a big problem, if you don't have the kind of settled life where you've got a file cabinet for these documents the government expects you to curate on their behalf.
Trans people would basically be the only other group. It's targeting people whose legal name is different from the one on their birth certificate.
Seems like this would affect anyone who doesn’t have a copy of their birth certificate, an enhanced ID or a passport. That seems like a huge number of people.
passports are probably more difficult to get for conservatives, and passports are already a time consuming process as it is. they might not of the USPS offices in commutable areas. and they are usually booked weeks out in advance.
