When starting negotiations it's important to sheepishly ask for a fraction of what you want, so you don't come off as unreasonable. Then, through the spirit of bipartisan compromise, you can get a powerless committee made to explore your idea, while also somehow adding billions to the murder and oppress brown people budget.
Don't forget you also have to preemptively lower that tiny ask just after they start while asking for nothing in return. Really shows them you're serious about compromise and not getting anything you want
