There's something so absurd about that line in the movie. Orcs and goblins are these gross creatures born of muck and evil, they're discussing eating the legs off the hobbits, and this line is delivered before an act of cannibalism and yet they somehow have an understanding of dining establishment culture to the degree that "on the menu" can be used colloquially as a term for "you can eat that." That implies that everyone in that scene has, at one time, sat down and ordered food off of a menu and likely frequently enough that it's part of the common tongue.
You don't think Saruman provided them the equivalent of orc MREs?
Given his stance in the logistics talk and his general state of mind as well as historically similar practices, he probably expected them to raid and forrage as they go.
