I don't understand why they would want to do a one-time 5% tax on wealth. It seems so shortsighted. What I would do is tax them fairly every year (quarter?) and provide a sustainable income stream for the government.

We all know they don't pay their fair share in ANY year, so lets just close the loopholes and the gov't can get that bag.

The reason they want to do it is because it is shortsighted. They want the appearance of resistance without any real material change to the system as it is

In California, any new tax like this has to go to the voters. I suspect that it has been poll-tested.
