As much as I love this, why are they in the street?
Yeah, those both look like kittens and the tabby looks a bit dirty on their white sections. I think these were just two stray kittens and/or outdoor kittens, and not the original OP’s cat sneaking out to see a neighbor’s cat.
They need to be hosed down
I don't think it's the street per se, but could be side of an apartment building. It looks like the original pic was posted to reddit 7 years ago, so I doubt we'll ever know.
