I am sure if it was some 9-5s name in that file they would have been executed by now .

Because laws are made by the rich for the rich?

Think about all the laws which have monetary punishment. For someone with enough money there is a license to not comply with these laws.

In most places the monetary punishment goes equal to everyone not caring if they have no money or they are billionaires.
