you would think so but hilariously enough OP is correct. word is many ice pigs havent gotten their sign on bonus and ive even seen ones say they havent gotten their first check period let alone a sign on bonus
i would assume it has to do with the disorganization of the blompf regime. nothing ever seems properly coordinated. its like they have cocaine ideas and then immediately act on them without fleshing out any details
