It’s a liberal-coded fusion of both Russia and Israel. Fits right in with the rest of the very 2025 social commentary of that movie.

I guess it’s more Soviet than specifically Russian. The character of Vasil Ghurkos was portrayed by a Croatian actor and spoke Croatian. President Ghurkos formerly held the title General Secretary and worked in this Slavic-style palace:
IMO the Netanyahu comparison overlooks the visual similarity to David Ben-Gurion; note the wild hair. And there may be a dash of Mikhail Gorbachev due to the facial blemishes.
