Generally, an artifact should be 100+ years old, but this is a flexible requirement if you find something rare and suitably linked to an era of history, not a strict rule. Anything over 100 is fair game regardless of rarity.

Functional. It's called a taiaha and is not thrown like a spear it's used more like a staff.

Every one that I've even seen, yeah.

The decorations are also functional! The loose/dangling parts distract the eye, carvings are often a representation of the genealogy of the owner, or of the item itself.
