Thats even more surprising then. He was clearly gearing up for war. Actively destabilizing entire regions of another country.

putin is more or less neutered by the war with ukraine, but on the propaganda front they are winning.

This is more a poll on people's opinions than on reality. Although I do agree with Trump being top right now.

People aren't really scared of Russia at the moment, they've kind of played their hand with Ukraine and although no one's really happy about the war, no one's seriously concerned it's going to spill over into anything else. Which is probably inaccurate, Putin seems like the sort to pick a fight that he knows he'll lose just out of spite. But it hasn't happened yet.
