I wouldn't really describe corrupt officials and lackeys of exploitative multinational corporations as "politically illiterate"?

They're kind of the ones who run the world. Sometimes they're illiterate, and somethings they're Machiavellian freaks.

I think he is not saying that they themselves are politically illiterate but that they are enabled by political illiteracy. This ignorance is what prevents society from freeing itself from those abominations.

Oh. I guess I'm illiterate. I read it as saying that being politically illiterate leads to becoming those things, not that it causes them.

He meant that the corrupt can accumulate wealth and power because so many people are politically illiterate and do not oppose them, even though it would be in their interest.
