Start delivering grocceries to people ICE isn't targeting. Flood the streets with deliveries so its impossible for them to track everyone doing it.

Be careful with that. Who knows if the ICE is not going to kick doors at night and shoot someone randomly. If you have time, take them on hours long trips…
