Not necessarily. An FFL has to keep a copy of your 4473 on their books, but it's not shared out beyond that (depends on your state of course, but I don't think it goes to the feds.). When the background check law was passed there was much concern about it creating a registry, so it's just kept on file locally and can be inspected by authorities if the need arises.

And when that FFL inevitably closes, it gets shipped off to ATF where it doesn't get scanned into the AI database that they totally don't have.
