edit: I completely missed the part where this was to destroy the address enroute.

But then ICE would read the destination address off the paper and know where the intended recipients are hiding.

I think you've completely missed the point. You're supposed to eat the paper if you are stopped end route to deliver the groceries.

Keep a 2nd note in the grocery bag with the address of the police station, or an abandoned building, or a non-existent address as far away as possible while sounding legit, or… Just have them going in circles!
