Isn't it basically all but confirmed in the show that it was the US corpos that engineered the nuclear war? They're not at all subtle about it.

Yeah the most recent episode essentially confirms it was Vault Tec that did it and that the US govt was in on it and pre-planned the Enclave intending to use the vaults as experiments for long term space exploration.
