The bill is a consolidation bill which funds countless non-military agencies.

One of those "shut down the government" situations then that allow minorities to say the agenda and make the majority have to spend cycles managing the crisis. So is there any particular reason why the Democrats should not be triggering any political crisis they can trigger right now?

A government shutdown is not the same as defunding a list of specific agencies.
