Abolish all forms of taxation except VAT. Make more essential goods and services VAT exempt. Then crank the rate of VAT sky-high for luxury goods and services. Make it a truly unavoidable Luxury Tax. If the 1% want their excesses, they can afford to pay 175% VAT on them (or whatever number balances the books).

Edit: Oh wait sorry, I forgot where I was for a second. I'd devalue the pound coin by 1p. If shops wanna charge £7.99 for something, they can have fun working out the change from eight 99p coins.
