He thinks a trade surplus for Canada means the US is subsidizing Canada.

Which is also a complete lie. The 'surplus' is Canadian crude oil being imported by American oil companies, refined and then exported at high profit. Canada is actually getting screwed. It would be a trade deficit if the taps stopped, and is another example of how a US benefit of Free Trade is being misrepresented to the MAGA cult by the US regime. Once the investments are in place to repatriate oil processing, I expect Carnie will be discussing the need to turn off the taps. I am not sure if retrofitting old refineries would accelerate the process as it would take at least a decade to build from new. In any case, it would freak out the Koch family (one of the families that actually run the US), so I expect there is a full strategy being developed and played out.
