I don't think libs dislike most of Trump's cabinet, or even ICE itself. They pin all the blame on Trump, like an evil mind controlling villain that has "taken over" the good and wholesome republican party and forced their brownshirts to do terrible things against their own will. They see it like a movie, where you get rid of the big bad guy and everything returns to normal.

In a way it's similar to the way Hitler (and a few others) is used to take the blame for everyone that contributed to the Third Reich. Even high ranking generals like Rommel got whitewashed as "good Germans" lenin-dont-laugh
