They haven't said that slipping is harmless
What they said is that "Only a stupid person would walk carelessly down an icy road…", implying that it is harmful but people would be careful
and "THOUSANDS OF LIVES ARE AT RISK!" also implies that it is harmful
The joke is first dismissing it as "don't worry, only a stupid person would be at risk" and then realizing "wait, ICE is stupid people, therefore they are at risk"
You know how sarcasm works right? The comment is obviously downplaying the risk, same as pretty much every other comment on this post. Like damn. If I could have replied to all of the comments here I would have but I chose to reply to this one. I'm not even saying don't trap the roads, I'm just saying we don't need to be bullshitting about it online.
