It was possible, at least without disadvantaging their bourgeoisie enough to be allowed in liberal capitalism, due to Marshall plan funding, a privileged position Western Europe got in a US lead finance and world order post WW2, and lower military spending through US protection and the US doing the majority of the work maintaining western imperialism.

It's true that western imperialism overwhelmingly exacted by America is the basis for those safety nets, it's just a false dichotomy to say that therefore America can't have one too (especially since those safety nets are often cheaper for society overall, see drug pricing and healthcare).
