No way is that true under load - not for that conversion pictured - and they'd have to have actually ridden it to test, which is too dangerous.
They just found it doesn't need to be pedaled, lifted up the rear wheel and looked at how high the number went.
Yeah, there's been complaints about hogs just looking at the speedometer while keeping the drive wheel off the ground and giving fines for going overspeed
