It's already resulting in more fossil fuel usage. There are several coal plants that Trump has forced to remain running.
But the most important factor is economics. Renewables are coming down in price and nothing can stop that trend. Regardless of how backwards Trump's policies are it will become more and more profitable to invest in renewable energy rather than fossil fuels.
