The headline sounds bad, but it would similar to a headline reading "landlords evicting more people than ever before in ontario". In both cases it would mean the massive backlog of cases is being cleared up. This also means way fewer people in limbo not sure if they are going back or becoming refugees which is probably a good thing. Some have been here for years without a yes or no decision.
