He’s sort of like Cthulhu: the only one of his kind, who came into the world fully formed to represent the idea of Grinch and nothing else. He’s not the third child of Mr. and Mrs. Grinch, who works as a quantity surveyor, has a love of crosswords and Italian opera, once wanted to be a baseball player and happens to be miserly about Christmas.
He had a mother in this 1982 cartoon.
Since Theodor Seuss Geisel was publishing new material until shortly before his death in 1991, that's probably canon, if that term could apply here.

It's a hierarchy of horrors starting with Boo from Mario Bros, on through The Grinch and Cthulhu, and topped off by Azathoth.
IMO it seems like he's been forced to live atop Mt Crumpet due to Who-gentrification or more disturbingly because of an ethnic Grinch cleansing
