In his (possible) defense, it's suggested that he did so as punishment for the troops for some slight or another.

"I'm going to humiliate you, the military, the core pillar of my rule, to establish how absolute my authority is" is slightly (slightly) less insane than "I think attacking the tides will drive back Neptune"
