That makes the question one of 'can a system be set up where violence is seen as universally unthinkable?' and as far as I can tell, no. The simple answer in every situation is a hammer. It takes intelligence to see the value in thinking through a problem and finding an engineered solution. And it takes certain values to hold out in the face of simple answers in favor of better ones. Is it possible to instill certain values across the world? Maybe. Is it possible to make everyone smart enough to hold to those values? Or patient enough? And not scarcity-minded? Maybe one day, but not with anything like our current world.
