Only last week I found out that, upon independence, Estonian government decided not to give a nationality to Russian Estonians, leaving about 30% of the country without citizenship and forcing many to emigrate to Russia. As of 2018, a bit less than 20% of Estonian inhabitants don't have Estonian citizenship, most of them ethnic Russians with a Russian citizenship (Russia granted citizenship to all former USSR citizens who desired it), and 6% of the total country are people without any citizenship, quite literally apartheid. Despite being about 20% of the country, Russians are only 3% of public positions in government, and they have lower salaries on average, and many of them being non citizens they lack many of the rights that Estonians do.
They literally yearn for fascism.
