That quote says that the proposal was rejected...

I dont doubt that they were planming to do it anyways, but that screenshot doesnt carry any value.

It shows Israel was actively pushing for a massive attack against the government of Palestine before Al Aqsa flood. And they had bombed Gaza two weeks beforehand.
