Their explanation is way too weird. I think we can use occam's bisexual razor here:
I would bet that at least one of the hand holders is gay/bi and too afraid to say it... Which is fine. Sometimes it takes a bit of time (and handholding) to figure yourself out.
Physical contact between men being sexual is a cultural thing. Handholding is intimate, but not at all sexual... It's totally normal to do it with children for fucks sake

Yes, it's a cultural thing. In our culture. Hence why I interpreted as such. If the whole thing had happened in the UAE that would be a different thing.
Culture gets hyper specific - individual groups can and do challenge cultural norms all the time, especially teens and young adults
