Not an expert but lots will do cover-ups for those types of tattoos (nazi, some gang and general hate symbols) for free.

Also heard some have to learn what is and isn't off limits simply so don't accidentally give someone a gang symbol, but could be more of a regional thing on that.
Yeah like I said, many will do coverups or removals for gang/hate symbols for free. Really no good excuse to not do that as soon as you find out, even if you didn’t know it was a hate symbol when you got it. I don’t even think it is implausible that he might not have known when he got it, but he’s certainly known for long enough
